Issue description
The fuel in the turbine locomotive is not combined with the fuel in the tender for calculating a fuel stop in a train network
Reproduction steps
Set up a train network with turbine locomotives with a tender for extra fuel.
Notice that the train triggers a refueling stop when the tender dips below the threshold set in the network manager.
Expected behavior: The train triggers a refueling stop when the total available fuel for the locomotive dips below the threshold rather than just the tender on the gas turbine.

The train shown is on a network with a 30% refueling threshold..... the network stopped working when my fuel station ran out of fuel and all the trains on the network parked in the waiting bays with 100% fuel in all the locomotives and between 10-30% fuel in the tenders. My expectation would be that at a 30% threshold the refueling would trigger when the loco is at 75% (105 out of 350)
