Everyone wants to build on the other island

Issue description

It seems that regardless of the ocean between everyone is really committed to building that bridge. Sadly however because of this is my logistics become overheated and my productivity grinds to a halt. Also note because my 'on land trucks' try to build this bridge my actual 'amphibious' trucks are just floating there doing sweet fuck all.

Reproduction steps

Get to bridge
Blueprint bridge that does connect the 2 sides with gap that normal trucks cannot cross. Terrain or ocean.

Use the zone and allow only amphibious trucks.

But that doesn't change the core issue. Yes I can do that. Yes I can do so many other things. BUT non amphibious vehicles should not try to do tasks specific to amphibious vehicles... else why have them at all?? And we are back at the core issue,
