Trucks frequently blocked in

Issue description

Trucks are frequently becoming blocked in during my playthrough due to other trucks dumping cargo. This causing issues with their navigation where it states that it is no longer able to route to where the truck would like to go.

Reproduction steps

1. Have trucks assigned to a rock storage container and set the container to export material. I have assigned 4 trucks to a large container to expedite the material removal process
2. When trucks are dumping material, they will frequently box in another truck and stop its ability to route.

I'm also seeing this issue. I have trucks assigned to a mining tower, with that mining tower set to export to another mining tower. The second mining tower has dumping designation, and the trucks are seemingly dumping at random spots within that designation and stranding themselves, rather than dumping at the edge of the designation

You should attach a save file. Update the game to the latest version.
