Issue description
I have a large train network with waiting bays set to contain 2 trains each. The problem is that the train at the signal is waiting for a new job while the train behind it already has a job but can't get to it because the train in the front is blocking it.
Reproduction steps
Create a network with waiting bays set to 2 trains each. I'm not sure if it makes any difference but my network has 6 load stations and 6 unload stations.
