HETZNER-fsn1-dc11
Roskomnadzor (RKN) periodically and massively blocks or throttles ("cuts") traffic to Hetzner servers. This results in packet loss, website downtime, and sudden speed drops.
The issue is systemic and stems from several key factors.
Main Reasons for Hetzner Blocks
- The "Landing" Law: RKN added Hetzner to the official list of foreign hosting providers required to open a physical office in Russia. Since the German company ignored these demands, the regulator regularly enforces technological restrictions against it.
- TSPUI and VPN Crackdowns: Russian ISPs use TSPUI systems ("technical tools for countering threats"). These systems automatically block or throttle traffic (especially UDP/TCP protocols) if they detect patterns resembling VPN tunnels or censorship circumvention tools hosted on foreign IP addresses.
Subnet Ban Waves: Occasionally, entire IP address blocks owned by Hetzner get blacklisted. This happens when RKN attempts to block a specific illegal website, service, or botnet hosted on their servers.
Current Situation in Practice
The severity depends heavily on your region and your specific ISP (mobile operators usually enforce stricter blocks):
- Total Inaccessibility: Websites, apps, or game servers hosted on Hetzner completely stop loading unless you use a VPN.
- Trigger-Based Dropping: The connection might look fine initially, but as soon as the TSPUI detects certain protocol patterns (like torrents or VPN handshakes), it starts dropping packets to the server.
- SNI Filtering: Sometimes RKN filters connection requests by Server Name Indication (SNI), blocking standard IP traffic while allowing access only to specific web services.
