Issue description
Got a train stuck with no fuel in the train depot, can't seem to get fuel to it since the pipe input won't accept steam and you can't store steam in a storage to use unity to magic it in.
Reproduction steps
Wait for train to run out of steam fuel.
Use unity to recover it in depot.
Watch it be stuck.
