Issue description
My groundwater pumps show a "waiting for products" warning when a water reserve is empty, despite the fact my difficulty settings were set to "reduced throughput" which i assume means they should keep pumping, just less water per minute. instead they stop dead.
I built enough pumps to make sure my current critical setup (oil refining, power, drinking water and farms) should still work if the reserve runs out assuming the pumps operated at 0.4x the regular rate like they should, however they just stop and now i've got a critical water shortage with no real permanent fix without building a million water collectors, people will starve before i can get desalination up.
Reproduction steps
1.) create a new game, ensuring in the "failures and outages" difficulty settings to set "pump out of water" to "reduces throughput" (unless i misunderstand, the pumps should just pump less when the reserve runs out)
2.) place groundwater pumps on a reserve and drain the entire thing somehow
3.) check the pump, it'll be disabled with a "waiting for products" warning instead of pumping at the reduced rate
