Haul trucks stuck movig towards excavator

Issue description

Haul trucks assigned to a mine control tower sometimes get stuck and keep moving back and forth on their way to the excavator. The haul trucks do have a clear path but don't reach the excavator.
Moving the truck manually a bit solves this problem. This is something new since the last patch from 2026-07-20.

Reproduction steps

1. Occur randomly, mostly when truck already close to the excavator.
2. Workaround is to move the truck a bit manually.
