Train Network Issues

Issue description

The network is not dispatching to a specific station when, as far as I can tell, there's nothing wrong with the station. I've already deleted and redid the network, which hasn't helped. Trains can reach it and as far as I know, my trains for electronics are using the station without issue and the coal trains get dispatched to other stations on the network.

Reproduction steps

1. Watch the video with the provided link https://youtu.be/KFMpycssr9w
2. Load save
3. Tell one of the trains to go to the station manually
4. Watch the other train still at the waiting bay get dispatched
