Issue description
I wanted to update 5 trucks to haul trucks.
The first 4 went without a problem.
The last one never gets queued.
After that I submitted another upgrade job, this time just for 1 truck and it immediately got queued.
After that job was finished the first job still did not get queued.
Reproduction steps
I just selected 5 trucks in "Vehicles Management (F6)".
Afterwards I did the same for 1 truck and it worked, but the old job is still left incomplete.
I am not sure if I can reliably reproduce this.
