Strange pipe behavior

My pipes are idling even if not fully saturated making balancing a bit tricky. Almost like the pipes are packetized or not counting their full capacity

Pipes act the same way as belts - if material/fluid is not entering in amounts that are evenly divisible by the transport’s tier, there will be unused capacity even when the transport is at idle. As the buffers of upstream buildings/connectors/balancers fill up and the full “cargo spots” move along the transport, it will eventually show as full.

Let me rephrase for you : there is broth consumers and producers at each end of the pipe, even with that, consumers seems to have their needs provided, and producers have their product removed, but the pipe stay idling the whole time. Like the pipe doesn't exist at all. There is no movement in it, and i've monitered the behavior for long period of time.

It seems some pipes dont fill. Four sets to the left, all partial full. The six built later, normal. But if I zoom in and check the preview window, as best I can, it seems full. So might be a visual bug?

In addition to the above, i've witnessed a case on my save where the compression problem is actually affecting steam turbine not able to pull out the full extend of their power without adding a balancer to compress the pipe.
