Not really a surprise, but trucks are not able to build surface under active settlement, even when its only 3 wide total. Not sure if its something to fix, but its an "error" with the feature.

This is expected behavior, you should be able to use unity tool to build them
Unity building works, but thought they would have wider building range, seeing as they can deliver parts to the middle settlement.
