When excavators are paused, there should not be any alarms about missing trucks. Ignore all the other alarms in the screenshot. There are two alarms for the paused trucks. The mining control tower to which these excavators are assign have no trucks assigned. This is on purpose. The MCT is also paused. There should not be any alarms about this condition. When the excavators are unpaused, then you can alarm.
