I unlocked storage buildings 2 before coal power, so I decided on using a loose storage II instead of 1. Turns out step 4 explicitly requires a storage 1, through step 3 seems happy with storage II. Building a storage 1 next to it fixed the issue, through the player shouldn't have to build a building just to tear it down in order to get the achievements.
