Unable to designate level crossing as "no stop" area

You are presently unable to designate a level crossing as an area the train should never block. You can click on the tool and it will highlight the track section, but it never sets the level crossing as no-block/no-stop.

Note that the train is on a no-block section, but I only placed that section to demonstrate that it doesn't set the crossing. This was done after the train was already there, so it didn't move there in violation of that designation.

This was fixed/added in a hotfix
