Weird interaction when switching away from `cut - X`

Ghosts disappear while hovering over them.

1. Hover mouse over ghost building
2. Select cut with X
3. Do not move mouse away from the ghost building.
4. Switch away from the cut mode by pressing X again to cancel or going to terraform with Z
5. Ghost building disappears - seems to be cut without LMB action

When you press x it removes the object, when you click it places it. This isn't a bug, and I sometimes use it to remove ghost buildings. Unless I'm misunderstanding.
