.1c patch messes up the build menus

Seems like some options are showing up in diff menu's Distiller III is showing up in both the smelting category and Distilling category .

It's intended since the distillation stage 3 is used in titanium smelting

Then it should not show up before titanium smelting is researched.
Same issue as with the crusher in the power plant, that is for nuclear.
