Incorrect Tooltip in Balancers

The tooltip for "Enforce strictly even inputs" mentions outputs. This is the exact same tooltip for the "Enforce strictly even outputs" setting. It should mention inputs instead.

The tooltip is common for both, as denoted by the last sentence, but I agree that this needs unique description for both

I also noticed this. In my mind the first sentence needs to change,
since it says "... will be output to all output ports evenly. ...".
