Increase Unity Capacity Research increases settlement water usage

Steps to reproduce:
1- Build water module for settlement
2- Measure water usage
3- Research one or more levels of unity cap increase (through a cheat mod for example)
4- Check water usage again
After maxing all research through a mod, the settlement water usage for 5k population measured 450+/60 with both the water saving edict and a base 50% reduction through game difficulty setting and 80% bonus from lvl 40 reduction research
