With the changes made to the Technology/Research tree, Tier 3 housing is unlocked earlier on than before.
However, Tier 3 Housing wants Household Appliances, a technology that's not available until much later in the research tree, in order to gain the full Unity boost delivered goods and services.
Luxury Goods only became available on this list of desired goods when the technology was unlocked, I believe the same behavior should happen with Household Appliances as well.
