Lifts do not create support structures on top of balancers

There is an inconsistency in behaviour of transport structures: lifts and balancers.
Balancers stack with vertical gaps between them, but lifts collapse.
I assume they should have the same behaviour.

Just in case: I do not suggest to build lifts on top of lifts.
But at least a lift should be able to stand on top of a balancer the same way another balancer does.

This also happens on top of ramps.
