Unity cap difference

The unity cap in the population overview seems to be higher than the actual cap.
My unity never goes above 413 although the unity cap should be 428.
No unity cap research.

is the unity cap research involved?

no

noticed it too

What is your unity “expense” each month? Is the regular amount you spend around the same size as the difference between the total cap and the count you see?

it's close but i spend more than the difference

difference is 15 but expense is 16.55

noticed it too, like described
