Tools without upgrades

You can use tools without having unlocked these, like you haven't the copy tool but you can use it with ctrl.+ c

I think that's actually intended, as I remember being mentioned once,
somewhere by a dev. I think it was in the first (or one of the) livestream/-s
of Capitam Marek's series playing the game.

Why do they have a tech for it though?

If I remember right the juststification that was provided that time,
was to not overload a brand new player with too many things all at once,
but I might be missremembering since I wached that quite a while ago.

That sounds reasonable.
