Depending on the weather the cooling tower have a dark shadows that flickering around. I made the save on the moment when you can clearly see it. If it is not visible speed up time and keep eye on the tower shadows.
Maybe as a suggestion reduce the shadow a bit when in sun / plenty of light so they dont flicker.

They are slightly annoying for me, but not that bad. I wonder if it's because I've already turned off a bunch of stuff..
Oh yeah, it's worse on High quality
Yep on high is is worse also when it get more sunny it get worse even from far distance it will be a focus point and irriating
I didn't load your save but is it the same which happens with the big tower shadow at the 00:08 and 00:25 second marks in this video?
