steam engine plays engine sound while load/unloading

Observed: The steam locomotive plays the movement sound while it is loading/unloading at a station

Expected: The steam locomotive only plays the movement sound when it is moving

The diesel & hydrogen locomotives also play engine sounds,
when un-/loading at a station, even though they shouldn't at all.

Trains consume fuel when they are loading and unloading. I'm not sure why they do, but the prime mover sounds of the DE and HE locos is proper for it.
