The AI in these trucks has decided to dump in a location they can't access until other trucks arrive.
Why don't they dump at the nearest location?
I don't know if this is specific to the experimental version.

If you rework the truck AI, it would be nice if when I build and deconstruct buildings close to each other, they wouldn't have to travel the entire map to drop off and pick up items when they could use them on site.
I know this isn't easy because I developed and taught in Unity 3D for 20 years.
In any case, you are doing an excellent job.
Another example where they are trying to dump where it is not yet accessible

I observed this actually was the behavior in U2, i.e. trucks actually picked up from one deconstruction site and delivered to a construction site, albeit only 1 deconstruction to 1 construction, so lots of small deliveries.
Has it changed in U3?
I read from others and experience myself regularly problems with pathfinding of trucks. When I have created a dump location, they either dump on the outer edge (where they should actually end up, or dump in the middle and get stuck, run out of diesel and end up on an island in the middle of the dump area. I have also reported this before, and it seems that it has become worse in U3 than before. Unfortunately I have not seen any response or acknowledgement of the problem, while I regularly read that people are experiencing this. I myself find it quite annoying to have to restore my trucks with Unity all the time

Yes, you're right, it was resolved in U3. I just tested it.
Sorry for the bad comment.
