See these images for the difference between 0 and -36% (level 9), it's only a 5% change. Interestingly the fuel reduction of 6% is correct, maybe the 6% is being applied to pollution as well?

Pollution is based on fuel consumed so it should be: base * fuel_mult * poll_mult
Right now it's only base * fuel_mult
This also applies to trucks, it shows 1.1 pollution for me with a 64% reduction, which is the same as default..
