I have the same issue, after about 2 hours it begins to stutter with normal fps by fix camera position, while moving it drops to 5-8.
My PC isn“t running on full load.
I have samme issue.. stutters on full speed
8000 peeps, 260 vehicles, 100 train
Ryzen 7 3700x, 32GB Ram Nvidia 3060 12GB, 1920x1080 , game set to lowest possible details
There is a misunderstanding about load. The game cannot utilize all CPU cores at 100% and the graphics at 100% at the same time. If a single core (with it's HT-core counter part) is at 100%, that's it. Often it's not even at 100%, because it waits for threads on other cores, the OS or the graphics.
Attached a screenshot of my PC's task manager with unrestricted fps. 24% CPU, 72% graphics. The 4 cores in the top left corner are "full". Top row left and 2nd from left and the row below too.
That said, it should not stutter after a while. Is your CPU thermally throttling? Did you check if the game claims more and more RAM or VRAM?

today i had it again, tabbed trough the windows button on the desktop, after that I clicked back into the game and all went normal.
I think it stuttes when other windows overlapping invisible, because in the todays case a very small part (cone icon in the upper left edge) of the VLC clipped into the games window. Thats why I think it could be a windows (OS) specific problem.
the game has a tendancy to stutter in the far late game stage with large maps, for the most part seems like a unity (the game engine) issue, in some cases rebooting windows has a significant improvement but only if the game stutters super hard
very likely to do with the C# garbage collector
good to check in taskmanager how much memory is actually committed, committed isnt always all in-RAM but its the total all applications have asked for, so if the committed is far above the physical RAM size and multiple applications are requesting most of their committ it will result in a lot of page hammer
but otherwise i think there is something in the game code allocating a significant amount of memory and dropping it to the garbage collector, causing a lot of heavy garbage runs that more often than not pause the rest of the engine code running in that frame, thus stuttering
at me only me GPU is running on full load CPU and RAM areboth about 50-60%
so new major stutter i just got, i copy-pasted a pair of rocket assembly and launch pads, framerate when unpaused suddenly went from 55 to just 5, would return to 55+ when paused but stayed at 5 when unpaused until I deleted the rocket assembly+pad ghosts
game currently has 14GB memory committed and >4GB VRAM usage, seems like the two could be correlated
there is a correlation between game speed and stuttering - while paused or speed 1/2 everythings fine, but speed 3 is not playable anymore with about 30k pops and lots of paused buildings for my 100k pop upgrade, very sad to quit this time, the game also freezes every few minutes since last patch, so its not possilbe to play anymore. If the engine limits playing it cant be solved, very sad, enjoyed gaming very much. i dont understand why games cant use full power of the computer.
memory happens to be the primary challenge with scaling anything, you can have 16+ cpu cores, mountains of cache and 128GB of ram, but that doesnt matter much if the logical limit is trying to perform a lot of data operations across the same chunks of memory
also windows's own kernel has been a pretty terrible limit for high end systems a long time now
a potential long term option for the devs would be to switch from unity3d to say godot or an entirely custom render engine, but that would take a huge amount of dev effort, and in particular it would still need dev time of figuring out the best ways to optimise rendering and back-end parallelism
i think tho for the most part its still possible to do a lot more optimisation while sticking with unity3d, but theres just not much obvious about where the particular problems are
If speed 3 is an issue, playing at speed 2 or speed 1 are also options. All games like this will start slowing down when things get too big, as you can keep expanding to massive scales if you want to.
