Ctrl+wheel doesn't work for storages t2<=>t3

Cargo depots can go from t1 to t4, ramps from t1 to t3 but storages can only do 1-2 OR 3-4.

I understand why this is not a thing (because one can't upgrade a T2 sorage into a T3 one,
as well as they aren't in the same building sub-sub-group), but logically sp[eaking,
it would make sense, if Ctrl + scroll quick-selection would work this way.

Neither you can upgrade docks from t2 to t3 (or ramps, or NR1-NR2-FBR or many others) but you can cycle them using ctrl+whell

In that case, sure, this looks like an oversight-type bug 👍.
