Fuel station does not work as expected / with export routes

Fuel stations disregard the export routes.

Setup (everythin is in the Default Zone):

• a tower_A and excavator in it
• a tower_B and excavator in it
• a fuel station with the export route to tower_A only

Expected: fuel station will only fuel excavators from tower_A and not from Tower_B
Actual: fuel station fuels both towers regardless of the export routes.

It happens regardless of the checkbox "Allow other vehicles to refuel here"

This is working as intended. When a tower has no fuel station available, the assigned station takes over. I'm not sure I recall why we did this and probably we shouldn't have but this is a bit bigger thing to break at this point between updates.
