Stats: Large Smoke Stack, Flare should count as dumped/disposed, not consumed

The large smoke stack should be counted same as the small smoke stack, dumped / disposed.
Currently it counts as consumption. Which is not just misleading. It makes it harder to chase down certain leaks (e.g. exhaust not cleaned, steam wasted).

Flare has the same issue, it counts towards consumption. Since I completed the tutorial, the required dumping of heavy and light oil should show as dumped/disposed.
