surface going under housing tier 2

with tier 1 housing you can paint over the cobbelstone paths (which i like) but with the higher tiers the cobbelstone from the housing goes on top of the surface, i like to repaint the cobbelstone edges so its a bit frustrating that it works with one tier but not with the others

Higher tier just better at cleaning your grafitti

Sounds like the t1 needs fixing, not the others

this was a feature added in U2 actually, so this would probably be a regression

so hopefully the fix it again

it kinda triggers me hard xD
