It can be produced before electronics IV and you can't find the recipe in the tech tree
No mentions even in "Microchip production" where you unlock Crystalizer
Sapphire Water recipe is not tied to any research

I can produce sapphire wafer before unlocking Electronics, but i can´t store it..
BTW, The sapphire wafer recipe doesn't show where it unlocks in the tech tree is about the same thing, though I didn't know it showed up as a recipe before unlocking E4
