It seems there's an off by one error in this blueprint. You can see in the first screenshot when placing the blueprint that the road aligns properly with the storages, but in the second screenshot, the storages overlap the road by one. The first screenshot is of placing the BP in the save where it was created and the second is in a different save.
One more bug discovered because of this BP: the reason those are gold tiles as the road is because when I placed it in a save where it was with concrete tiles, trucks started delivering concrete blocks even though I had yet to research custom surfaces.
