The player cannot make basic Station Parts without Chemical Fuel and deploy the Space Station. Either the recipe should be available to Chem Plant I, or the Space Station research node should be locked behind the Chem Plant II node.
Chemical Fuel requires Chemical Plant II, but Space Station research does not
