The amphibious truck cannot find an access to the train depot. What it has to do with it? Collect steel from inside the Train Depot - this is not a storage and there is no export cargo option? It does the construction job of bridge and there is steel in Train Depot.

It's because there is 80 Vehicle parts II & 320 Steel plate-s
in that depot, that needs to get removed by some form of truck.
You must have deconstructed some rolling stock &
that returned some of the construction material used for the deconstructed stuff.
That was always a thing (trucks removing excess materials
after the deconstruction of a vehicle, even if it's a piece of rolling stock).
If it set as default option, then that is somethong new to me. I regularly scrap some and build sanew ones with the same materials. This is not a storage by any means, so it should not happen, especially when there isn't even an export option to be controlled. Many thanks for an explanation how it works.
