Did some testing and it seem that the thermal storage can create extra water from nothing. put 3000 in get more out.
Steps:
Fuill water tank. Feed boilers. When boilers are empty remove the pipe.
Then connect loop of therm storage to run its self till empty
steam in the storage+water in the pipe will makre more then 3K water in total used
It doesn't make any Water.
You're not counting the Water that the boilers are boiling & adding it to the loop.
Where in this test image do you see boilers actily working and connected
Not useing a boiler in this test. and it made water form nothing.
Have you actualy let it drain all Steam from the loop?
The imballance might come from the stored heat in
the storage building & whatever is stored in the pipes.

For over 30 years on 20x speed & while I did mess around with it,
it did not produce any Water.
The only reason as to why the tank level is higher now,
is because I paused a boiler just to check if it's because it's ratioed correctly,
so pipes were partially emptied-out of steam.
What seems to happen that even if the thermal strage reaches 0 with no steam in the pipe, it resets its self to 18 in the thermal storag for some reason
I have a better idea. Can you use the Statistics graphs to check how much
Water & Steam there was before & after the test?
That should easly dis-/prove this once & for all.

60 years in & still nothing is being created.
If there is an rounding error (as likely that's what could be
going on), it's not from it being looped but rather it's from it
running out-of material (Water / Steam) to process 🤔.
