Mining/dumping designations giving vertical walls instead of slopes.

After a Recovery Save, all mining and dumping designations are producing nearly vertical walls with no variation or slope.

This issue persists through multiple game restarts and multiple save/load cycles. Further mining/dumping, even new designations made after restart, continue to produce this issue.
