New feature for terrian inspecting works wrong

There are adjacent stacks with iron, but the inspector shows only stones on one and a pile of iron on the other

there is an assumption that this is the behavior of the tiles that were previously under the water that I covered. BUT at the other end of the map there are also buried sea tiles, and there the inspector shows copper correctly
