Can't Delete Track

I have a piece of train track that I cannot modify (change no-stop or exclusive zones) and I cannot delete it.

Everywhere else the game is working as expected.

Can you share the save?

How would I do that?

I guess the track is the track the camera is looking at? The issue is that a train has already reserved it to drive into it, but for some reason the UI isn't reporting this.
