Recycling waste processing is not working

It doesn't work in sandbox mode without mods. Internal storage still empty and silent on outputs.

Recycling is contingent on product transformation, you have to run actual recipes to track the correct input materials. Working as intended.

Unfortunately, it doesn't work.

If you are spawning the recyclables in rather than creating them by running recipes such as the maintenance depots which generate recyclables, they will not generate any scrap in the game.
