Given the station, I'm not entirely sure if this is a bug or not, but I think it might be, since the train is not yet "At Station" - it is "Arriving"

This is definitely a known behaviour, I don't know that it will be individually addressed.
This issue you have could be mitigated by including enough room after the station for a train to move forward into.
hmm that's unfortunate. I'll probably just plop in a waypoint and set the station to a limit of 1, I think that should also mitigate this w/o having to move any infrastructure.
Currently this is working as intended: if a train needs to ignore no-stop zones to reach a station it will.
The problem is that it can't do any meaningful alignments, so I guess it could be improved.
