When you use the Steam UI, it doesn't allow you to edit buildings.

To fix it, I just go back to the desktop and then back into the window. At first, it seems strange because it happens, but then you understand why. For example, if you're using Steam notes and want them to appear in-game, they don't show up and you have to go back into the Steam UI.
