Issue description
I have a mixed storage with dirt and rock and an export route to dump at a mine control tower. Tower allows both dirt and rock and has reachable dump designations but truck will not collect from the storage to dump.
Reproduction steps
Set a loose storage containing mixed materials to export to a dump site.
