Error when replacing empty station module with fuel station module

Issue description

When you attempt to replace (via the 'R' key) an empty station module building with a fuel station module building, and the empty station module is in between two resource loading modules of any type, the replace will fail and show a 'Cannot merge station groups' error.

However, if you build a fuel module at the 'end' of an existing station to extend it, then build a resource loading module beside it to extend the station further, things work fine and no errors are shown.

Also, if you have a fuel module on either end and a resource loading module on the opposite end with an empty module in the middle, you can replace the empty module with a fuel module as expected. This only is an issue if a resource-loading module is on both sides of an empty module.

All stations are three modules long in these examples.

I believe this has something to do with how the Network type train lines separate out the refuelling stations and the standard loading stations. Guessing some things related to the station group feature are happening in the backend to do this and it doesn't work in this case as expected.

Reproduction steps

  1. Create a train station with modules in the following order: train station, any resource loading module (unit, fluid, loose), empty station module, any resource loading module (unit, fluid, loose).
  2. Once built, select either the Coal fuel module or Liquid fuel module buildings, hover over the empty station module building you built in step 1, and hold the 'R' key to replace
  3. A 'Cannot merge station groups' tooltip error appears and you can not replace the empty station module
  4. Create a second train station somewhere else with modules in the following order: train station, any resource loading module (unit, fluid, loose), either the coal fuel module or liquid fuel module, any resource loading module (unit, fluid, loose).
  5. This works as expected as all modules can be built and no errors are shown. Therefore I believe the replace step in step 2 above should work as well.
