I recently purchased the game and I play it on two computers.
Laptop:
Model: LENOVO_MT_83DS_BU_idea_FM_IdeaPad 5 2-in-1 16AHP9
Processor: AMD Ryzen 7 8845HS w/ Radeon 780M Graphics, 3801 Mhz, 8 Core(s), 16 Logical Processor(s)
Memory: 16GB LPDDR5 6400 MT/s
Disk: 1TB NVMe SSD SAMSUNG MZAL81T0HDLB-00BL2 | ~70% Free space
GPU: Integrated Radeaon 780m
Custom Gaming PC:
CPU: Intel Core i7 12th gen 12700 F
GPU: Nvidia RTX 4070 Ti Super 16gb vRam
Installed Drrive and Windows drive are both NVMe SSD Both with free space
Memory: 64 GB DDR4 3200 MT/s
When launching the game on the laptop, for the first few days after playing from steam, the laptop was noticeably less smooth than the gaming PC. Now this is to be expected, and it's important to say, at no fault of the game, it ran beautifully on the laptop considering. However, when I attempted to play the game today, the game took twice as long to load, and once loaded the game was lagging and stuttering, as if it was running at 1 frame a second or something like that. I check system utilization and noticed that it was capping both the memory and the and CPU when running the game and utilising 6-8 GBs of memory when running and loaded into the game.
I then attempted to launch the same save file (due to steam's cloud saves) on the pc. The game loaded just fine and only utilized 3.5 GBs of memory. The game loaded within an expected amount of time and had not performance issues once loaded.
Here are several additional trouble shooting steps attempting to resolve the issue.
I attempted to launch an new save, as the existing save is relevitly large (around 211 years in game and at T2 reasearch.) However, even a new save and sandbox took longer than normal (for the laptop) to load, and was unplayble with the stutters and delayed menus once loaded.
I restarted my laptop several times, confirmed all unneccassary background applications were closed, before launching again, no change.
I verified file integrity and confirmed no game file corruption (asside from a complete uninstall). No Change.
I excluded the game files in the steam library folder from windows defender.
I changed graphic settings to the lowest and restarted the game, no change.
I saw a pined post on the steam discussion page advising of issues with Intel 13th and 14 th Gen CPUs, and due to the issue sound similar (expecially since I played on the laptop yesterday without issues), I followed the steps in the page and decreased the cores used to generate terrain, no change.
One additional note, and I'm not sure if this is relevent. I noticed the loading bar on the loading splash screen progresses till is fully across the screen, and then it un progess from left to right (alsmost as if a black loading bar is covering the full bar) and then it fill back up again halfway before it loads. This does not occur on the gaming PC and it loads into the game once it fully loads.
