Having all 5 lines populated, the single bottom cooling tower cannot handle the low pressure alone.

just tested it out ...yes..the boilers keep struggling due to the depleted steam from the boilers having no where to go
you need 4 cooling towers just for the boilers....if space is your concern you could vent it out with a balancer having the cooling tower as priority.....but the water levels might need constant monitoring
