The design concept is a bit unusual: using electricity to generate hydrogen, then burning the hydrogen to produce high-pressure steam.
Although the wasted electricity isn't much (about 10% power loss, based on this blueprint, it's roughly a difference between 77MW and 70MW.),
it takes up significantly more space compared to directly using electric boilers to generate high-pressure steam.
