In order to build the electrolysis entity to smelt pure copper you need pure copper which is also used for maintenance. If you don't have the dock/ship repaired and all the pure copper went into early maintenance you might get locked down. A level one electrolysis using impure copper would get around the lock and then could be upgraded to the tier 2 efficient entity that requires pure copper to build.
