Buildings that are connected to transports, when truck import or export is left on auto, will disable import or export for the connected resource. Storages do not have this behavior leading to trucks trying to reach potentially unreachable storage units. If storages could detect transport connections or when connected directly to a structure or another storage and update the import/export behavior, that could reduce some micromanagement.
There's certainly a valid argument against doing this in that a storage between two production stages could be being used as a source for truck pickups in addition to being the supply buffer, requiring manual intervention to enable truck export.
